Property Tax is a tax levied on the value of a property. In many developed countries, property taxes are levied by the local government and used to pay for the local government’s operating expenses while other major taxes, such as income tax, are levied by the central government.

This form of taxation usually requires a system of inspection whereby local government officials grade the property according to its presumed value, so that the property owner can then be charged at the appropriate rate.

Property taxes have been politically controversial for the simple reason that not everyone owns property. Since local governments are elected democratically and since the great bulk of local government expenditures are often financed by property taxes, it is therefore theoretically possible for a non-property owning majority to elect a government which would engage in lavish spending projects financed only by a minority. There is a potential for exploitation here which has been recognized by politicians of some countries, who have moved towards a local government household tax rather than a property tax per se.

Property taxes can also create tension when an area experiences dramatic rises in property values generally. In that case, households which may not be particularly wealthy, and who may have acquired a house when it was inexpensive, may find themselves being charged a very high rate for their home which is now worth much more. In extreme cases, households can find themselves driven out of their own home because of their inability to afford the higher property taxes.

Dividends are payments made by companies to the owners of the company’s shares. They are a way for companies to permit shareholder to share in any profits the company has made. There are no set rules on how many dividends a company should issue each year or on how large those dividends should be in relation to profits. It is very often the case that dividend payments made by a company do not embody all of the profits the company has made since the last dividend was issued. Usually, some portion of the profits is retained for investment purposes. These are known formally as retained earnings.

It is not required that companies issue dividends at all but, if they do, they often do it according to a regular schedule. Many companies issue dividends twice a year or four times per year. Normally, the dividend issue must be approved by the board of directors, although sometimes the proposal to issue a dividend is put to the vote of shareholders at the company’s annual general meeting.

Dividends are usually issued in the form of cash, although sometimes they may be issued in the form of shares instead.

In this case, social security could be regarded as a mandatory form of insurance. Not all forms of financial assistance available under social security require payments to have been made in advance.

Since assistance provided under social security is provided only to those who meet certain criteria, there must obviously be some validation process to confirm that the citizens applying do, in fact, meet the criteria required. This validation may be done at the time assistance is applied for and recurrently while it is being received. If a claim for financial assistance is found to be fraudulent, the assistance will, of course, be terminated and the person involved may well be subject to prosecution.
